NERV is established around 2005 as the organisation that turns the post Second Impact security state into a permanent anti Angel command structure. The world already knows catastrophe, mass death, climate upheaval, and covert planning. What NERV adds is concentration. It gathers scientific knowledge, military authority, urban infrastructure, and political secrecy into one institution with a single declared purpose: defend humanity from the Angels. In public language, that sounds like a specialised emergency agency. In historical reality, it becomes one of the most powerful and least transparent organisations on Earth.
Its position is unusual from the start. NERV operates under the nominal authority of the United Nations, which gives it international legitimacy and resources, but its actual strategic orientation is shaped by SEELE, the hidden committee whose vision of the future extends far beyond civil defence. That means NERV is always two things at once. It is a practical war fighting body with launch systems, command centres, test facilities, engineering divisions, and field operations. At the same time, it is the administrative shell through which a secret metaphysical project is advanced. This divided function explains the atmosphere that later defines the series. NERV staff can be dealing with evacuation sirens and weapons telemetry at the same time as their senior leadership conceals the deeper meaning of everything the institution is built to do.
