By late December 2015, the Human Instrumentality Project moves from hidden doctrine into active historical reality. For most of the series, Instrumentality exists as a buried purpose behind NERV's public mission. The organisation claims to defend humanity from the Angels, and in one sense that is true. But the deeper project has always concerned humanity itself, its boundaries, its suffering, and the possibility of dissolving separate selves into a single collective state. When Instrumentality is finally initiated, the balance between public war and secret ambition collapses. The conflict is no longer mainly about keeping the Angels out. It is about deciding what humanity is allowed to become.
This turning point only arrives once the final Angel barrier has effectively fallen away. The repeated 2015 battles have exhausted the pilots, destabilised Tokyo-3, and stripped NERV of whatever ordinary defensive legitimacy it once had. At the same time, SEELE has reached the stage at which concealment is less useful than direct intervention. The council's long term planning, the Dead Sea Scrolls, the Evangelion program, and the preservation of key biological components all converge here. Instrumentality is not improvised in response to events. It is the end toward which events have been steered, even when many of the people carrying them out do not fully understand the final design.
What makes this initiation historically distinct is that it transforms the meaning of every major institution in the story. NERV stops being legible as a defence agency and becomes instead the staging ground of an existential experiment. The Evangelions stop looking like giant emergency weapons and appear more clearly as ritual and biological instruments within a larger process. Even the pilots are revealed not merely as soldiers but as indispensable nodes in a plan that concerns consciousness itself. In this sense, Instrumentality's initiation is the great interpretive rupture of Evangelion. It does not only begin a new phase of events. It changes the meaning of the events that came before it.
The late December timing also matters because it places the project exactly at the threshold between the visible year of combat and the New Year collapse into Third Impact. That threshold quality is central. A familiar calendar is still in place, but the world it measures is already beginning to slip beyond ordinary political history. Cities, armies, command chains, and personal relationships remain in motion, yet all of them are now being drawn into a process meant to abolish the very separateness on which politics and identity depend. Instrumentality is therefore both an operation and an ending. Once it is actively underway, the world of Evangelion cannot continue on its previous terms.

Not exactly. Instrumentality is the intended human outcome and guiding objective, while Third Impact is the catastrophic process through which that objective is forced into reality. In practice, the two become inseparable in the ending phase.
Q: Does everyone at NERV know what Instrumentality really is?
No. Knowledge is heavily compartmentalised. That is why the institution can function for so long as a defence body while secretly serving an entirely different final purpose.
